TCM / WAMITAB COVER

If you operate a permitted waste activity you must have appropriately qualified managers who are members of a government approved technical competence scheme. There are two schemes the Environment Agency will accept:

CIWM and WAMITAB

EU Skills and the Environmental Services Association (ESA)


In order to apply for and keep an Environmental Permit you must demonstrate technical competence to carry out your operations. Having a Technically Competent Manager (TCM) forms part of this competence.

Frequently asked questions about TCM/WAMITAB Cover

  • How many hours should a TCM spend on site

    The attendance hours for a TCM depends on the type of site and whether you are a new operator. In general , new facilities will require 20% attendance of the operating hours , however this should be reviewed after 6 months and attendance agreed with the Environment Agency. This is general guidance but more information can be found within the Environment Agency guidance document Legal Operator and Competence Requirements. 

  • Can I change my TCM?

    You can change your Technically Competent Manager (TCM) so long as they hold the required qualification to cover your sites actitivies. 

    You should also notify the Environment Agency of the change and provide relevant information and proof of technical competence.
