WAMITAB/TCM Hours and Duties for Waste Sites

A WAMITAB or EU Skills certified competence management system in place before you can apply to vary a permit , have a permit transferred to you or apply for a new landfill site. You will have 12 months to have these schemes in place if you’re applying for a new waste permit. 

The need for a WAMITAB/CIWM Qualified Manager at waste sites. 

As a Legal Operator of a waste site you are required to prove that you will have technical competence in place. You can either meet the requirements of the WAMITAB/CIWM Operator Competence Scheme or be a member of the EU Skills scheme.
 
To meet The requirements of the WAMITAB/CIWM Scheme , technically competent people must demonstrate competence by completing a qualification , units and/or training programme to demonstrate the skills and knowledge to ensure permitted sites stay compliant. Most commonly you will hear technically competent people referred to as “WAMITAB Holder’s” , “TCM’s” and “COTC Holder’s” 

Here at Hart's Waste Consulting , we have experienced WAMITAB holders who can offer temporary or long term technically competent cover for your waste site. 

How many hours should a “WAMITAB Holder” attend site? 

WAMITAB/CIWM Qualified Managers (Technically competent manager) should attend the site for a required time each week (“attendance requirement”).

*If there are periods of time they cannot attend (eg sickness absence , holidays) , you must arrange cover for them.

Attendance requirements for bespoke permits depends on the complexity of the permit , location of the site and emissions.

You will need to look up your Opra score by carrying out an operational risk appraisal which will provide a score/points. The higher the points , the more attendance hours required by your manager. 




For example :

3 points - 5%

4 points - 10%

5 points - 15%

6 points - 20%

7 points - 25%

8 points - 30%

9 points - 35%

10 points - 40%

11 points - 45%

12 points - 50%

more than 12 points - 55%



Specific rules apply for sites which operate two separate facilities on the same site or when more than 1 waste activity is carried out on your site. 

48 Hour Attendance Cap

There is a cap of 48 hours attendance hours regardless of how long the plant is operational or what your total points are. 

AFTER THE FIRST 6 MONTHS 

You will need to agree , with the Environment Agency the attendance hours after the first 6 months. The Environment Agency will base their decision on your management system and compliance rating score.

You will have to go return to the attendance requirements of the first 6 months if you get a compliance rating score of more than 16 in any quarter. The requirement will remain until the Environment Agency inform you otherwise.


Compliance rating scores are issues against you for incidents of non-compliance with your Environmental Permit. 

WHAT IS CLASSED AS OPERATIONAL HOURS? 

Your site is operational when you are carrying out any activities covered by your permit. 

RECORDING HOURS 

Each day you must keep a record of your operational hours and when the manager arrives and leaves.

Records can be within the facility diary , electronic or on a specific form. You should produce this information to the Environment Agency when asked.
